Federal judge blocks California's ban on therapy for youth with same-sex attractions

In a ruling limited to three plaintiffs, a federal district court judge has temporarily blocked California's ban on reparative therapy for youths with same-sex attractions.

Referring to the First Amendment, US District Court Judge William Shubb ruled that although the legislation "is characterized as primarily aimed at regulating conduct, it also extends to forms of (conversion therapy) that utilize speech and, at a minimum, regulates conduct that has an incidental effect on speech."
